PIkachu not evolving is logical.

Story wise, it makes sense. Keeping unevolved to prove a point is a nice plot point. Evolving ti would only prove Lance right. Also, Pikachu isn't mandatory for your team. If you don't want to use him, don't. Saying Pikachu itself isn't viable is wrong, especially if you're casually playing. You can play all of FRLG without evolving one and it still holds up against the Elite four fine considering I've done it countless times. Who cares if it doesn't evolve. If u don't want it, don't use it. If u want it to evolve, tough luck.

I will play with pickachu even if he not evolve ,it is better for the story If pickachu stay like this.

I agree you should have the choice to evolve it. I don't mind the thought of choosing not to, as part of a "prove Lance wrong" plot device, but forbidding its evolution, and still letting you take it out of your party, would require "proving Lance wrong" to be optional anyway.
